There are bears in most of the mountains of southern Arizona. But they are more secretive than bears I've found in other states and Canada. I've found them in the Chiricahuas, Huachucas, and in the San Francisco Peaks (north of Flagstaff). And, although I live at the foot of Mt. Lemmon in the Catalinas, and spent a lot of time birding the Catalinas, I've never come across one there. Like a lot of rare birds, you have to be in the right place at the right time.
